R. Edward Boucher is a senior litigation associate at Kotz, Sangster. He practices in all state and federal courts, in addition to arbitration of disputes. Mr. Boucher concentrates his practice on complex litigation, with a special emphasis on construction litigation. Clients represented include internationally operating general contractors, locally operating subcontractors, and owners. Richard Scheck brings both technical knowledge and practical field experience to his role as an instructor of the CIT course. Scheck was named Engineer of the Year in 1997 by the Michigan Society of Professional Engineers. He holds a Bachelor's Degree in Civil Engineering from Wayne State University, and was the recipient of the prestigious John Banicki Professional Engineering Scholarship and the Detroit Society of Military Engineers Scholarship. In addition to his construction expertise, Scheck has extensive experience as an instructor, including teaching the popular CIT course for the past seven years to students at CAMTEC, where his entertaining and informative teaching style resulted in a 90 percent “pass” rate for those taking the CIT exam. In addition, Scheck has served as an instructor at the College of Engineering at Wayne State University; and taught the Non-Commissioned Officers Course as a Drill Sergeant while on Active Duty in the U.S. Marine Corp, and during ten years in the U.S. Army Reserves. |

Charles F. Boviar has 45 years of very diverse experience in the Construction Industry. He is a licensed Journeyman Carpenter, State licensed Builder, former Naval- (“Sea Bee”- “Fighting Sea Bee's”) Construction Petty officer and Combat Construction Platoon Leader, in Vietnam. He had his own contracting firm in the “70's, worked for University of Michigan as Project Manager for 4 years and has been with William Beaumont Hospital for 27 years, serving in various constructor positions. Mr. Bovair holds a BA degree; taught a carpentry apprenticeship program for the Associated Builders and Contractors for 11 years; was a member of their National Education program helping to create and Author (write) and publish ABC's Carpentry Apprentice Program for the SE Michigan Chapter. He has extended schooling in the construction industry completing 3 years at Lawrence Tech University in Construction Management. He has taught for CAMTEC for over seven years. Patrick Sullivan began his MIOSHA career as a compliance officer with the Construction Safety Division in 1994. Seeking a new challenge he transferred to the CET Division as a traditional consultant specializing in Construction safety. In 1976 Patrick started as a laborer and then in 1977 joined the Bricklayers Union as an apprentice. After completing his apprenticeship Patrick worked on many of Detroit's major building restoration projects. His MIOSHA enforcement experience and extensive knowledge of all types of scaffolding, fall protection and all other aspects of the construction industry make him a valuable instructor and consultant. |
